Key Updates on Outdoor Dining, Climate Policy, and Portland Events
Outdoor Dining Regulation Concerns and Enforcement
Portland Bureau of Transportation (PBOT) has begun to regulate and fine restaurants for being out of compliance with the outdoor dining permit requirements. While some restaurants have already been fined, the bureau stated there are no restaurants being fined at this time and there are still a limited number out of compliance. At the end of 2024, PBOT issued $2,500 payments to 120 businesses who applied to the Outdoor Dinning Small Business Support Program to help with outdoor dining costs, for a total of $300,000.
Portland Bureau of Fire (PBF) is also beginning to regulate temporary tent structure permits, which started being more frequently used during the pandemic for outdoor dining. ORLA is looking into Oregon State Fire code and has been in communications with the city to look for solutions for the temporary permit. We have also submitted two public records requests with the PBF for more information. The code currently requires permit holders to take down outdoor dining tent structures for 180 days out of a calendar year, with no options for leaving them up year round.
Addressing Climate Justice Plan with County
ORLA signed onto a coalition letter addressing concerns with Multnomah County's draft Climate Justice Plan which includes gas ban proposals and mentions requirements for pollution controls on wood-fire restaurants. ORLA will be further addressing concerns with the county and monitoring the draft process. NW Natural, Portland Metro Chamber, National Electrical Contractors Association and others have also been engaging with the county.
Join Portland Staycation Weekend
This September 12–14, the hospitality industry can help encourage locals to rediscover the heart of the city through Portland Staycation Weekend, an event designed to encourage Portlanders to book a room, dine out, shop at local retailers and experience a lineup of exciting summer events. Join downtown hotels, restaurants and retailers in offering special deals — from valet bike parking to limited-time menus and pop-up shopping. Submit a form by Friday, August 22, to be included in the second Willamette Week ad to be published September 1–7.
